A new law, passed by Congress last week as an attachment to a port security bill, would make it illegal for American banks to process payments to or from gambling Web sites, including those that offer Internet poker.

The world's largest poker site, PartyGaming, suspended its American operations on Monday morning and was quickly followed by several other sites.

Shares in British online gambling companies, including Sportingbet PLC and PartyGaming PLC, dived Monday after the U.S. Congress passed legislation prohibiting the use of credit cards, checks and electronic fund transfers for online gaming. PartyGaming, the world's biggest online gambling company, said it would pull out of the United States if President Bush signs the legislation into law.

The legislation was part of a port securities bill passed by the House and Senate on Saturday.

The companies hit hardest by the ruling are those that offer betting markets denominated in U.S. dollars, and usually operate from bases in the Caribbean or Central America. Most of the big British and Irish sites, by contrast, keep their operations in Europe and take deposits only off credit cards denominated in pounds and euros.

Paddy Power, the Irish bookmaker, gets about half its revenue from online betting but "we have made every effort to block U.S. play," said spokesman Breon Corcoran.

"We would be excited about bringing an Irish brand to the States, but given the climate there, it's unlikely to happen," Corcoran said.

There is hope! It appears that outlawing online gambling violates the US agreements with the WTO. We better get a Democrat in office soon.
